Yes. While it is extremely rare for a producer to have over quota milk, it is a common practice for producers to feed either discarded milk or fresh milk to calves that have just been born. Some producers will not feed discarded milk to calves and instead feed milk replacer or fresh whole milk. This amount of milk is usually very small in volume. Producers seldom have over quota milk as they have some flexibility when producing to their quota: this includes the ability to be over or under their quota holdings by certain amounts.
